The Problem
Animal cruelty is often documented, but the information is rarely connected across jurisdictions..
As a result, those working to prevent cruelty —including shelters, rescue networks, animal advocates and concerned citizens — face significant barriers when trying to access reliable, complete information about individuals convicted of abuse. When gaps exist between prevention and response, patterns of harm can go unnoticed and the same abuse can continue.
No State or National Registry
A small number of states have established statewide registries that can improve visibility across jurisdictions within a state, and some counties and cities have created registries at the local level. These efforts vary in scope and remain bounded by jurisdictional lines, which limits continuity and makes broader or cross-state patterns of harm difficult to see.
Fragmented, Inconsistent and Inaccessible Records
Conviction data exists, but it’s buried in decentralized, inconsistent, and sometimes paywalled government systems. Some municipalities provide limited access to conviction data, but these efforts are not standardized, searchable, or interconnected.
